Very low nicotine cigarettes: will they really lower the risk?

When smoking cigarettes, smoke and combustion products are especially harmful to health. Surprisingly, towards the end of 2021, the US Food and Drug Administration (FDA) approved very low nicotine filtered cigarettes as a Modified Risk Tobacco Product. Will the risk of developing and maintaining addiction or health risk be reduced?
